Gonegandla Mandal - Attended WebEx meeting held from 04.00PM to 06.00 PM wearing Vest and without shirt and from home during the office hours and deviated AP Civil Service (Conduct) Rules 1964 - Instructions of the Special Chief Secretary for initiating disciplinary action - Dereliction and gross negligence towards his legitimate duties - Kept under suspension - Pending disciplinary proceedings - Orders - Issued

Read: 1. Instructions of the Special Chief Secretary, Education Department, Govt of AP., Amaravati on 10.02.2022 during the Webex meeting held from 04.00 PM to 06.00 PM.

2. Lr.Re.No. 10596/A6/2022, dated: 11.02.2022 of the District Educational Officer, Kurnool.

Whereas in the reference read above, it has come to the notice of the undersigned who is the competent authority that, Sri Vinod Kumar, Mandal Educational Officer. Gonegandla Mandal, Kurnool District has made certain irregularities and showed gross negligence towards his legitimate duties and the District Educational Officer, Kurnool has recommended to take disciplinary action on the grounds that “Sri Vinod Kumar, Mandal Educational Officer, Gonegandla (M), of Kurnool District un-muted without any reason. The Special Chief Secretary, Education Department Government of Andhra Pradesh, Amaravati has also observed that, said Mandal Educational Officer, Gonegandla has attended the WebEx meeting by wears Vest and without shirt and from home during the office hours which is caused embarrassing situation in the WebEx meeting. The Panorama was observed by the entire State Administration. The Special Chief Secretary, Education Department Government of Andhra Pradesh, Amaravati has issued instructions to kept the said Mandal Educational Officer, Gonegandla (M) under suspension for deviating Conduct Rules” through WebEx which was held on 10.02.2022 from 04.00 Pm to 06.00 PM.

2. And whereas disciplinary proceedings against Sri Vinod Kumar, Mandal Educational Officer. Gonegandla Mandal, Kurnool District are contemplated. 

3 And whereas the under signed after careful consideration of the available material and having due regard to the circumstances of the case is satisfied that, it is necessary to place Sri Vinod Kumar, Mandal Educational Officer. Gonegandla Mandal, Kurnool District under suspension.

4, Now, therefore in exercise of the powers conferred by sub-rule (1) of Rule 8 of A.P. Civil Services (Classification, Control and Appeal) Rules 1991, the undersigned hereby place the said Sri Vinod Kumar, Mandal Educational Officer. Gonegandla Mandal, Kurnool District under suspension with immediate effect and he shall continue to be under suspension until the conclusion of the disciplinary proceedings.

5. It is further ordered that during the period of this order remains in force, Sri Vinod Kumar, Mandal Educational Officer. Gonegandla Mandal, Kurnool District shall not leave the headquarters without obtaining the prior permission of the undersigned.

6. During the period of suspension, Sri Vinod Kumar, Mandal Educational Officer. Gonegandla Mandal, Kurnool District is entitled for subsistence allowance as per rules.
