HM Suspended in Eluru District Due to Violation of Rules in SSC Public Examinations

Whereas it has  come  to the  notice  of  the undersigned, who is the competent authority (appointing authority), that Sri P.D.Vijaya Kumar, Headmaster Gr.II,   ZPP  High School,   Ramannagudem, Dwaraka Tirumala Mandal,  Eluru District and  discharging  duties as Chief Superintendent  in the  SSC   Public  Examination   Centre  No.042016  i.e.,    Vidya  Vikas  High School,   satrampadu,  Eluru   involved   in   malpractice   of    Mathematics question  paper  (15T/16T/E) of SSC  Public Examinations April/May, 2022 on 02.05.2022   while   sudden    visit   of    the   Assistant    Commissioner    of Government Examinations, Ofce  of  the District Educational  Ofcer,  Eluru and Assistant Nodel Ofcer along with Flying Squad  Member namely Sri A.Sarveswara Rao, HM, ZPP High School, Sanivarapupeta, Eluru. They were noticed that,  Sri  Ch.Ramanjaneya Vara  Prasad,  School Assistant,  ZPHS, Appanaveedu  and the  Departmental  Ofcer  of   the  centre   is  dictating answers  for   Mathematics  Question  paper  (15T/16T/E) by  seeing  in  his smart  phone  and  one  spare  invigilator Sri  M.Pradeep,  SA(Hindi),  ZPHS, Narayanapuram  is writing on the  paper  in serial  number wise along  with two carbon copies in the presence of the Chief Superintendent.

Further the Assistant  Commissioner  Government Examinations has handed over the above said three personals to the III Town Police Station, Eluru along with material evidence of  smart phones of  the Departmental Ofcer  and  Chief Superintendent  and paper containing  the  answers of mathematics  exam  with triplicate  (1+2)  for   further  necessary  action. Therefore  it  seems  Sri   P.D.Vijaya  Kumar,  Headmaster  Gr.II,    ZPP   High School,   Ramannagudem,  Dwaraka  Tirumala  Mandal,  Eluru  District  and Chief  Superintendent   in  Centre   No.042016  has  failed   to  discharge   his legitimate duties and it shows his willful  support for  malpractice and mass copying  during   the  SSC   Examination  duties  held   in  April/May.  2022. Thereby he violated the Rule 3 of APCS conduct Rules 1964, which attracts disciplinary action under AP Examination Act 25/1997.

And whereas  disciplinary proceedings against Sri  P.D.Vijaya Kumar, Headmaster Gr.II,   ZPP  High School,   Ramannagudem, Dwaraka Tirumala Mandal, Eluru District and  Chief Superintendent in Centre No.042016 are contemplated.

And whereas the undersigned (appoint authority) after careful consideration  of   the available  material  and  having due regard to the circumstances of  the case, are satisfed that  it is necessary to place Sri P.D.Vijaya Kumar,  Headmaster  Gr.II,   ZPP  High School,   Ramannagudem, Dwaraka  Tirumala  Mandal,  Eluru  District  and  Chief  Superintendent  in Centre No.042016 i.e, Vidya Vikas High School,  satrampadu, Eluru under suspension.

Now,  therefore, in exercise of the powers conferred by sub-Rule (1) of Rule  8  of    Andhra   Pradesh  Civil   Services  (CC&A)   Rules,  1991,   the undersigned  (appointing  authority)  hereby place  the said  Sri  P.D.Vijaya Kumar,  Headmaster  Gr.II,   ZPP   High School,   Ramannagudem,  Dwaraka Tirumala  Mandal,   Eluru  District  and   Chief  Superintendent   in  Centre No.042016 under suspension  with immediate  efect  and he shall  continue to be  under suspension  until  further  orders  or   until  conclusion  of   the disciplinary proceedings.

It  is further  ordered  that  during  the period  of  this order remains  in force, Sri  P.D.Vijaya Kumar,  Headmaster  Gr.II,   ZPP  High School, Ramannagudem,   Dwaraka  Tirumala  Mandal,  Eluru  District     shall  not leave  the  headquarters  without obtaining  the  prior  permission  of   the undersigned.

It  is  further   ordered   that,   during  the  period  of   suspension,  Sri P.D.Vijaya Kumar,  Headmaster  Gr.II,   ZPP  High School,   Ramannagudem, Dwaraka   Tirumala  Mandal,   Eluru  District  is  entitled   for    subsistence allowance as per rules in vogue.

Receipt of these proceedings shall be acknowledged.
