• కొత్త వేతనాలు అమల్లోకి వచ్చాయి, కొత్త ఆర్ధిక సంవత్సరం ప్రారంభమైంది.
• ఎక్కువ మంది ఉపాధ్యాయులు ఆర్జిత సెలవులు సరెండర్ చేస్తుంటారు.
• మంజూరు చేసేముందు ఈ చిన్న విషయం పరిగణనలోకి తీసుకుని చేయండి.
• ఉద్యోగి ఆర్జిత సెలవు 15 రోజులు సరెండర్ చేయాలంటే ఖాతాలో 30 రోజులకు పైగా, 30 రోజులు సరెండర్ చేయాలంటే 60 రోజులకు పైగా నిల్వ ఉండాలి.
• లీవ్ రూల్ 5(1)a ప్రకారం ఖాతాలోని నిల్వలో సగం లేదా 30/15 రోజులు ఏది తక్కువో అది మంజూరు చేయాలి.
• నిల్వ చూసేటప్పుడు అడ్వాన్స్ క్రెడిట్ కలపకూడదు.
• 15 రోజులు సరెండర్ చేయడానికి గత సరెండర్ నాటి నుండి 12 నెలలు, 30 రోజులు సరెండర్ చేయడానికి గత సరెండర్ నుండి 24 నెలలు పూర్తయ్యి ఉండాలి.బిల్ యొక్క బడ్జెట్ పేజీలో అన్ని ఖాళీలు పూరించాలి.లేని ఎడల ఆడిట్ అభ్యంతరాలు వస్తాయి  గమనించగలరు.

Notice For Irregular Surrender Leave From Audit Department

Sub: Irregular Drawal of Surrender of Earned Leave in respect Sri.P.Ramamohan, SA (PS) of ZP High School, Garladinne, Ananthapur Dist. for the month of July 17 Rs.53,935/

Ref: Vr. No.1753, dt.9.8.17, for Rs.1,13,969

According to Encashment of Leave Rule 5.1 (a) Earned leave standing to the credit of an employee may be encashed at his option only once in a calendar year provided that the quantum of leave to be encashed in each case is not more than 50% of the Earned Leave at credit or 30 days earned leave whichever is less.

On scrutiny of the voucher cited above it was observed that Surrender of Earned Leave in respect Sri.P.Ramamohan, SA (PS) of ZP High School, Garladinne, Ananthapur Dist. for the month of July 17 Rs.53,935/- drawn vide STO Vr.No.1753, dt:9.8.17. In this regard, the following observations were made: 7. The Head Master.Z.P.P.High School, Garladinne, Ananthapur dist. has signed in Budget Details certificate without writing anything (i.e.) figures. Signing on blank certificate for which the purpose of filling of details in the Budget details were not fulfilled. This procedure is highly irregular.

8. The quantum of leave to be encashed in each case is not more than 50% of the Earned Leave at credit or 30 days earned leave whichever is less. The condition was not fulfilled in case of Sri.P.Ramamohan, SA (PS) of ZP High School, Garladinne, Ananthapur Dist. As per the EL balance statement he is having 39 days of EL, as such he is eligible to surrender 15 days only. 9. The date of application of the individuals were not mentioned in the bill.

Hence, the drawal of the bill is against the rules and orders of the government. Thus, an amount of Rs.53,935/- was paid to Sri.P.Ramamohan, SA (PS) of ZP High School, Garladinne, Ananthapur for the month of July 2017 (Vr.No.1753, dt:9.8.17) may be recovered from the individual concerned and the particulars of the recovery may be intimated to Audit.

Further, the reasons for signing on a blank certificate by the Head Master, Z.P.P.High School. Garladinne, Ananthapur dist., for non-observance of the guidelines/rules and regulations of the government by submitting the incomplete details in the bills/treasury bills to the treasury may also be stated to audit. Till then the amount will be kept under objection.
